So I'm building a new PC and I want to avoid buying a new windows b/c i don't want to give Microsoft more money for something i already have. I want to move my Windows 7 Home Premium (I'm sure its not OEM) And I'm using the same hard drive without formating it. So does all my stuff AND WINDOWS also move to my new PC?

no

you have to reinstall it cause its new hardware/different hardware

on the plus side..you can just download a win 7 copy and use your cd key

Not necessarily. Sometimes Windows detects mostly new hardware and assumes it's a new PC. You might want your code just in case.
