Is there a way to tell from the specs whether a motherboard can handle an operating system,

     I'm looking at the x79 Asus Deluxe and it says it can do OS's 7 - 8.1

By not mentioning 10, should i assume that it won't be able to support it...?

Typically if it supports Win 8, it supports MSX.

All the "support for" means is driver support. If you're ever not sure, just check the driver download page.

Thank you so much man; It does indeed support it. I know im an idiot for banking on a motherboard without thinking about that stuff but you saved my butt
