Building a Float That has the Statue of Liberty -- Need material Advice :D

So we need a material that we can make a statue of liberty cut-out out of that must be nine foot tall - other than cardboard

So I love all of the suggestions, but I failed to mention that this is just a thing for high school Someone in the building team suggested we use cardboard, but I thought it would be too flimsy at nine foot tall I can't really spend money on foam and wood and what not

Use 2lb carving foam and to strength or give the statue a better finished surface use water putty or a low shrinking gypsum type filler, one thing you probably want to do is add some steel or PVC tube in the center to give it some better structural rigidity. For parts if you want to join them together some skewers and spray foam works like super glue on foam.
