It means that you have some hardware blocking the system.

What I suggest is to unplug everything from your system. including all USB devices. Keep the bare minimum. If you have a fancy keyboard, remove it, and use a simple basic membrane keyboard and that is all on USB 2.0 directly connected on the back. See if it helps. If not, then it could be a RAM problem. Try the system with only 1 stick of RAM, if it still doesn't work, try a different one.

If that still doesn't work, clear the CMOS (refer to your motherboard manual), and see if it help.
