There is no such thing as a slow HDMI cable. Screen tearing is caused by the GPU being out of sync with the display, usually the result of the GPU pushing more frames than the display can output, causing frames to overlap aka screen tearing.

Disabling Windows Aero can do that...

If its in the desktop environment or playing video's, with aero disabled, tearing can occur.

Re-enable Aero if you've disabled it or chosen to prefer the classic ui.
