Google each cards review and find each cards MAX temp and compare coolers, whichever has the "best Coreclock VS lowest Temp" Wins.

Maximums - Asus Z97-K /w i5 4690 Bclk @106.9Mhz * x39 = 4.17Ghz, 8GB of 2600Mhz DDR3,.. Gigabyte GTX970 G1-Gaming @ 1550Mhz

Well most people will tell you gigabyte is better with nvidia cards and I'll believe them for now

Go with whatever you think looks better. A clock difference of a few MHz won't be noticed. The Strix is longer but, imo, better looking. Cooling would also be slightly better with 3 fans and a larger heatsink. My personal favorite is MSI with their Twin Frozr V cooler design. For me it owns any other gpu in looks.

what is voltage locked?

it means that the voltage is locked to a certain point so you cant raise the voltage too high

You can't increase voltage input it's for overclocking.

I do not know about the strix, it has good reviews tho, but in previous radeon generations asus didnt do well. Also powercolor r9 390 is a decent card.

powercolor cards are generally 2.2 slot cards (extra fat), making it unlikely that you can crossfire with them
