if i have a steam library of games that i have installed on my pc and have played, can i give the steam account to a friend and then they can install the games on their pc and play them over again?

You both cannot play them at the same time so it is either he is playing or you. Pretty stupid but it is against rules. On minecraft they say do not distribute
