Get something like a Zowie FK 1 - it is supposed to have 500 or 1000HZ polling rates, as well as the best optical sensor on the market.

For purely CS, you may benefit from going on /r/globaloffensive since they pretty much only recommend the mice with the best sensors.

Meh, Don't expect huge performances. I mean it will improve to be less stuttery, but thats about it. 

Otherwise no not really. It'll definitely help, (And very nice to have) but not in a game changing way.
