CPU problem

Hello there

 

I have a i7 4790k and i had it for little over a month.

it worked amazing but now for some reason it won't go over 10% usage no matter what i do.

I like to play CS:GO and i get like 40 fps now an i usually get 300 fps steady.

When i check on resource monitor then the CPU doesn't go over 10% on all cores.

 

any suggestions would help.

MSI Z97 Gaming 5 motherboard

i7 4790k

MSI GTX 980

G.Skill 2133mhz 4x4gb

Crucial 500 gb ssd

I don't think the GPU is a problem...

Silly question, is your monitor plugged into your motherboard?

GPU is around 10-20% and cpud is 5-10%

I went into bios and looked for powersave mode but i didn't find it in settings and power
