Well there are quite a few. Believe it or not, it's much better to get an APU + AMD GPU in a laptop, you will get more performance than an Intel CPU and Intel HD or low end Nvidia card. On the low-mid range laptops, this makes a lot of sense. Trust me, I've seen and used quite a few and this is coming from someone that hasn't owned an AMD CPU since the Phenom II days in 2009. :)

If you want AMD, wait for Zen to come out and hope that it's good. If not, get a 4690k and a 380/390 which will give you much better performance than some of the best AMD processors while still in your $700 budget.

I have the 4690k at 4.5 GHz and have paired it with a 4GB 270x, it ran GTA V at max settings. it will destroy minecraft, and the 380/4690k will run almost anything you tell it too (maybe not dying light)

R9 390 is around 40% faster than your 270X and GTA V is a GPU-bound game - he'd get a lot more than you :P

4460 currnetly doesn't get maxed out in games - not unless you go out of your way to do it.

4460 + R9 390 is what 90% of the people on here will recommend.

i do not agree with the choice of the xeon, the devils canyon I5 will do better in most situations and just as well in minecraft, as well as being a better overclocker and having a better upgrade path

Planetside ran on my Athlon II X2 250 - will be a piece of cake for the 4460.

Dying light will be fine. It's GPU-intensive
