I have been trying to solve this problem for a while now. Any suggestion is much appreciated. I Have tried a Video card swap and still no luck. Problems been going on for 3 months now. Have tried many things to fix it but nothing seems to work. Pay close attention to the shadows that appear on the ground very blatantly. This problem is not just with shadows but also varied game details. AF is at x16 aswell and nothing changes.

Pretty sure it's just how the game engine renders shadows.

Distance shadows and shadows to the side reduce in resolution to save on compute. I haven't played the game though, so I don't know.
