Please somebody help me!

hi here is my problem, i completed my build wednesday last week up until friday everything was smooth games ran at awesome fps and my temps where normal when i went to work for the weekend, sunday i return and the cpu and gpu are underperforming considerably, (4690 and 970 g1 by the way) but after monitoring with afterburner i notice that the cpu and gpu are at max temp at 30 celcius with around 20 of usage in each, hell even my brother who only plays tf2 was able to get 20 fps on the game, is something helding back my components? do install every driver again? i honestly dont know is the first time i build my own pc and m completely lost if somebody can help me i really would appreciate it
