Hmmmm, $400-$1000. My budget is 300$ so I think my option for the best is go with a pre-built NAS.

At that price, the best option would indeed be to go for a prebuilt option. I don't have much experience with such NASes, but I know that the Netgear ReadyNAS Duo is a very reliable option. My neighbour has been running one 24/7/365 for the past 3.5 years.

 

Keep in mind that that Newegg link will drive you over your budget once you add in the hard drives.
