You could check some benchmarks but I don't think 1080p 60fps is possible even on low settings.

Yes you can run Witcher 3, as your CPU matters much less in that game. As far as ACS no one knows because it's not out yet and min/rec specs aren't even listed on steam yet.

 

With appropriate settings(medium-high) you can get a 30fps experience @1080p with a 750ti, if you drop your settings more 60fps may be doable.

Something you know about AC Syndicate. When Ubisoft announced the release date of the PC version, they also said that recommend requirements will be targeting 1080p 30fps.  

 

I would strongly recommend you wait for the game to be released and then look at port reports, tests, benchmarks etc to see if the performance is acceptable to you.
