Server transfer speeds are crap

Recently I set up my OptiPlex 760 as an "encoding server," if you will. Basically, it sits and waits for me to dump something in one folder, and then Adobe Media Encoder automatically encodes it and dumps it in another folder (very simple).

 

I have the main folder set up as an SMB share, with the two work folders in that. But my transfer speeds are complete shit. Before (with an older OptiPlex running a NAS OS I forgot the name of) I was maxing out my router (and the old Dell was at it's limits too). I know this computer in particular is indeed capable of a LOT more than 10MB/s, since I had it hooked right up to my computer and starting to saturate that.

 

So basically, what used to be a 10MB/s transfer has turned into a 2MB/s or less transfer. What's the problem here?

 

BASIC SPECS: OptiPlex 760 w/ Pentium E5200 & Barracuda 7200.10? (still capable of more than 10MB/s)

Gigabit capable network interface

Windows Server 2012 R2 Standard (activated with a legitimate MSDN key)

Adobe Media Encoder CC (also legit)

Next to nothing. As in sub 15% (and things were still loading a bit or initializing, so there's that as well).

I've used it a ton before and never had this problem.
