Looking for an upgrade!

Alright, so I am currently using a Lenovo y410p with an i7 4700MQ and a GT 755m in it. I want something that will be a lot better, without breaking the bank. A laptop would be okay, but perhaps a desktop would be the way to go. I want something that will run a lot cooler, and the CPU matters a lot more than the GPU. I don't game too often and when I do, it's only CSGO so I'd rather have a very quick, multi core processor with a GPU that will do the job.

Budget would be around $700, but i mean $1000 max... I am a tab whore, so I like to be doing a lot, but nothing to like complicated. I'm not editing anymore nor content creation, but I do want it to be very fast. CSGO and League from time to time, but that would be the only games so I only need a GPU that can accommodate those games. No 980 or anything.
