overclock an i5-4590s?

4590 is a non-K chip so it's multiplier is locked - you could raise base frequency but that's about it

You might be able to get a few MHz out of the BCLK, but on Haswell the BCLK is linked to the PCH frequencies. When you raise it you're also raising a few other bus frequencies out of spec, which will cause it to become unstable quite quickly.

so the cpu boost is to 3.7gHz so could I overclock it after the boost to get 4.0?

Hell no - the 4590 will offer more than double the performance of an OCed G3258 out of the box

Turboboost works by changing the clock ratio, something you cannot do manually on a locked i5.

So 100 MHz * 33 = 3300 MHz, and it will boost to 100 * 37 = 3700 MHz

 

If you changed the BCLK (let's say by 5 MHz), I think it would also increase the max turboboost frequency. For example,

Base: 105 MHz * 33 = 3465 MHz

Turbo: 105 MHz * 37 = 3885 MHz

 

At least I think that's how it would work.

Yes, stay with the i5, even if you have to leave it at stock. Even an i3 is easier to recommend than a G3258 these days.

out of the box the 4590 will shit over the pentium with ease - pentium is a dual core - a dual core with less cache and 300 more MHz won't fix that.

Just to add a little more nuance to that, those are still the same Haswell cores. In poorly-threaded games and apps the G3258 can more or less match a Haswell i3, i5, or i7. It's just becoming rarer to see that. It compares pretty well to i5's in games like Starcraft II, WoW, or LoL, though the frame time latency is notably worse.

 

I still wouldn't want to recommend it for general gaming use today, though. As soon as you could benefit from a third core, it starts to fall behind.
