Got my new GPU and I think I can get more performance out of it. Problem... HP has all the mobo settings locked :/ no idea how to bypass them.
The CPU is a A6-3650, I've seen people get these to 4.5GHZ
Core Temp says my CPU doesn't go above 57C w/ Prime64 and the TJ Max is 70C. The voltage is at 1.3875 according to core temp, I'm at 2.6Ghz and was wondering how 3.0Ghz would work out on a stock cooler. ( gonna upgrade this soon, my CPU before would hit 80C before thermal paste replaced )

Right now my system uses ~250 Watts. Would my PSU be fine for a .4Ghz overclocked? ( it's 300w )

A 300w psu would be fine, if you didn't have a gpu, unless it is a 750ti or less, but that doesn't change the fact that you won't be able to oc on an oem board. Those mobos are made to be incredibly cheap, which would make them terrible for overclocking even if the bios would allow for it. If you really want to do it, you'll need a hacked bios
