Turbo Disable

I have max processor state set to 99% for both battery and plugged in to disable turbo. When I unplug my laptop and then plug back in, the power settings fail, and the laptop will turbo automatically. This can be fixed by rebooting the system, but I'd rather not have to reboot every time after going off battery.​ Any fix?
