I have a gaming laptop with an Intel 4720hq processor, which runs very hot (95c) when in turbo mode. To disable turbo, I've set my windows 10 power setting "maximum processor state" for both plugged in and on battery to 99% on a custom power profile. Cooling is set to "active" for all settings. I'm having two problems.

 

First, when I unplug my laptop I get a major drop in performance, I assume to some auto changing settings I'm not aware of.

 

Second, when I plug the laptop back in, the power settings fail, and the laptop will turbo automatically. This can be fixed by rebooting the system, but I'd rather not have to reboot every time after going off battery.
