booting problem

so i just finished my computer pluged it all in and put the bootable usb in it starts fine but the pops up with"your pc ran into a problem and needs to restart we're just collecting some error info, and we'll resart for you"  for a second then restarts and it does the same thing. i am trying to put windows 8.1 on it with a bootable usb here is  my specs:
 
 CPU Intel Core i5-4670K 3.4GHz Quad-Core    CPU Cooler Corsair H100i 77.0 CFM Liquid     Motherboard MSI Z87-G45 Gaming ATX LGA1150   Memory Patriot Viper 3 16GB (2 x 8GB) DDR3-1600     Storage Samsung 840 Pro Series 128GB 2.5" SSD     Seagate Barracuda 2TB 3.5" 7200RPM    Video Card MSI GeForce GTX 770 2GB   Case Cooler Master Storm Scout 2 (Black) ATX Mid Tower   Power Supply Corsair 750W ATX12V / EPS12V  Optical Drive none

Are you trying to boot windows on an USB? There might be files on the USB that might be corrupted or missing. What program did you use to put it on the USB? I would try using this if you haven't used this: http://www.pendrivelinux.com/universal-usb-installer-easy-as-1-2-3/

ya a usb but its a new one

i used rufus as the boot program thing.

nvm i just used windows 7 instead and its working right now.
