Cant boot! Help

So I got on my pc this morning and it shows me this,

Its not letting me use my mouse or keyboard

So I can't get into the Bios

BTW if you're using a mouse and keyboard that need actual drivers, look for a temporary basic keyboard and mouse, your BIOS and Windows will have an easier time picking it up.

Ok, so I installed a CD reader so I could reset the computer and when I went to turn the pc on to see of the CD reader got power, the pc booted perfectly normal. There was no CD in the CD reader. And when I in pluged the CD reader And booted up, I get the same message I was getting earlier.

Hmm, just out of interest which drive is your windows boot manager installed to?
