I need help with Chrome

I am having a problem with my chrome where in the top right there is the little icon that says my name for chrome and next to it it has a caution sign:

and when I go into my settings it shows this:

So now when I go to sign back in by clicking on the name tag in the first image it says this:

I have tried un-linking my account to my chrome and re-linking it and I have even tried uninstalling my browser in its entirety and reinstalling it. Nothing to this day has worked and this error message has been there for months.  Please someone if you know whats going on please help!

and just sign out and sign back in.
