Can't install Windows

i downgraded from Windows 10 to windows 8.1 but for some reason every time the install restarts the computer, it just goes to a black screen with a white cursor and just stays there. I installed from a bootable USB flash drive and deleted all original partitions on the drive and made a new one to which I installed windows any ideas?
