i just changed cases to a phanteks enthoo pro and i used the fan controller that came with the case and plugged it into cpu fan 1 and added the addition sata power connector to it because i was using cpu fan header like it said in manual and i noticed the fans are moving slow is this because machine is idle and cpu temps are low will the fans go to higher speeds when the cpu is under load or is there a program i am supposed to use

It depends on your motherboard since it's plugged into the 4 pin CPU header, if it comes with a fan control software which most do nowadays you can set temperature based fan curves.

Usually it's a software you can download from the drivers page on your motherboard and yes the BIOS can let you set a fixed speed but only some can do the temperature based fan curves.

By default CPU fan header follows CPU temps. Low temps, low rpm. If you aren't happy, you can do own adjustments in BIOS or software.
