strange audio video glitch

I have been having an issue during playback where a video will freeze for a second with a noise then plays normally & I don't have knowledge on this cause it's never happened before. it's the same with music as well

Sounds like some kinda buffering or latency or whatever issue. Maybe? Google + "DPC Latency Checker". & Google + "Optimising a PC for low latency audio".

 

Of course, if you've like 573 processes running (let's check... ...I've got 22 + task manager), then that might be the problem.
