is 1.65v safe on 1.5v ram kit

(asus auto tuning always put voltages to 1.65v)

and is it necessary to keep 1.65v

or does it matters if i keep it 1.65v

What RAM do you have exactly, some RAM are better at coping with higher voltages.

Generally speaking, yes it is safe. But stress test it and make sure it is safe and stable.
