I think around April and May is best, maybe even Mother's day for the deals because by then, Samsung would have their flagship out for a couple weeks/months and reviewers (Anandtech) would have already reviewed it. That's what I did when I upgraded- I upgraded during mother's day promo read reviews and determined that the 5s was the best phone (vs the M8 and S5) and went with it. Paid $200 for the phone and was credited back $100.
