Yes it will but DX12 won't be utilized by games for a while.

AMD GPU based on GCN 1.1 and 1.2 and future GCN supports DX12

Budget? Uses? Currency? Location? Operating System? Peripherals? Monitor? Use PCPartPicker wherever possible.
