6700K. There's literally no reason to buy the 4790K now if you're building a new system.

I would get the 6700 it is about 11% better if im right and it should have better cooling. and it is newer

 Meant to overheat worse than it's predecessors, making it's oc capabilities pretty redundant.

Here's my input to help your decision: 4790K probably won't get any cheaper over time. Retailers don't really have need to sell out old stock since they'll need swap units for warranty cases for years. 6700K, being brand new, is now as expensive as it's ever going to be.

I would wait and see some proper benchmarks.

Also, why don't you specify what are you going to do with the CPU - are you planning on overclocking at all or just buying unlocked for fun?
