Hi i have been trying to build my dad a pc it will used for light video editing photo editing and all the other general tasks especially web browsing (no gaming whatsoever). My budget for the whole system is anything up to 1000 dollars but obviously cheaper is better. I was thinking either a nvidia 960 or an amd 380, what do you think would be better as a workstation card? And obviously if you have your own ideas please do share.

I'm not going to recommend either. What I will say is take a look at the programs your dad is using first. If they're optimised for direct compute, you don't want a lowish end nividea card. if it's optimised for cuda, you don't want any form of AMD card.
