heavy cases are usually metal(iron)/steel and light cases are usually aluminum

 

keep in mind that aluminum cases are also more fragile then the steel ones for example :P

 

it shouldnt be an issue to sand down a case at all... just sand it and spraypaint it will work fine ( u might need coating though )

What would happen if i didn't resurface it after i sand down? would it rust or corrode?

the worst that can happen is that it would not stick the paint properly... thats why u want to really coat... for the paint to stick properly and not scratch off super easily

 

with well painted metal it should never rust or corrode ( or metal just simply beeing in a house instead of the rain :P, it is salts and such that cause metal to corrode and rust .. that usually is from rain n stuff )

I mean, if i didn't repaint would there be any issues with the side panel not fitting back to the case or if would start to corrode.

there shouldnt be aslong u dont make it wet, metal doesnt corrode/rust from just beeing in a home its usually water / rain that cause metal to corrode/rust... ( psst im a welder aswell as i am a pc tech lol )

I have a couple old cases with scratched side panels.

What would happen if i sand the whole thing down to the bare metal below?

 

One of them has a plain metal interior of the inside of the side-panel, is that just bare metal?

 

Those panels are usually zinc coated or have a basic paint/primer applied if you want to paint your case I have a write up under General Painting that goes over this.

 

Note you do not need to sand away all the previous paint on the case to start painting:
