no, for both a cpu and gpu i would recommend a 360 mm radiator as a minimum or a 240 + 120 would also do

I wouldn't watercool in the air 240, as it would be way too cramped to fit anything good in there. Just use an air cooler one of or both of your CPU and GPU.
