I am overclocking a 4790k at 4.7ghz with temps reaching max of 80C... average temps are like 68ish.... but the voltage is at 1.304v max.... is this ok? I'm a bit weary about all of this.

80 is acceptable. That's probably during stress testing anyway, right? You'll never reach that during day-to-day use.

Case: Corsair 4000D Airflow; Motherboard: MSI ZZ490 Gaming Edge; CPU: i7 10700K @ 5.1GHz; Cooler: Noctua NHD15S Chromax; RAM: Corsair LPX DDR4 32GB 3200MHz; Graphics Card: Asus RTX 3080 TUF; Power: EVGA SuperNova 750G2; Storage: 2 x Seagate Barracuda 1TB; Crucial M500 240GB & MX100 512GB; Keyboard: Logitech G710+; Mouse: Logitech G502; Headphones / Amp: HiFiMan Sundara Mayflower Objective 2; Monitor: Asus VG27AQ

correct. Again thats just every now and then... I'm just letting it stress for a while because the last time it crashed at 12 min with 1.28v

-SNIP-

Those temps are still within safe margin and the voltage. For Haswell 1.3V is pretty safe with no degradation of the chip, see how low you can bring those voltages until it's not stable, it will give you lower temps.

And it's not a bad overclock.

Nothing to brag about, but it's not shabby.
