Why is Skyrim doing this?

For some reason my copy of Skyrim (with mods) has decided to not let me move with WASD or with a controller, could any mod do that? http://i.imgur.com/oZRGQRw.png are the current mods I have.    I started a new character, could get into a stone tower (Ulfric makes a comment about Legends not burning down villages) and then I can't move anymore. Yet if I load like my Red Guard file (level 14) I can move fine with the EXACT same mod load list.

corrupt save maybe my file crashes when i try to conjure a sword

If it only stops you from moving at that point then it is probably a mod, is this a modded mission or it it part of the main story line?

If its a default quest and not one added by a mod I would say that its a mod.
