MOD Utility Not Working

Hey all, Been having this problem for about half a year. when I try to launch Ballistix MOD to adjust my lights, I get an error message and can't do anything. anybody know any fixes?

I've never had an issue with the software, but I'm willing to believe that you need to either repair or reinstall the .Net framework that the Mod Utility needs.

Tried both repairing and reinstalling it, Still doesn't work.
