It seems that my WD Blue 1TB HDD is unable to push past 33% load usage which results in slow load times in games and such. I have measured this through NZXT's CAM software and while this may not be the most accurate, I think there is still a problem.

I'm unfamiliar with the NZXT CAM software, but a "load usage" figure for a hard drive seems like a very strange measurement. If you're concerned your HDD is running slower than it should, perhaps you could post some benchmarks from more common storage benchmarking software (such as CrystalDiskMark and ATTO Disk Benchmark). These will give you concrete and more granular performance figures which can be easily compared to the figures attained using similar drives. It's probably also worth noting that the WD Blue series isn't supposed to be part of the performance line of WD drives, so perhaps you should lower your expectations with regards to speed, especially in random access and small block size reads.

I would run WD Data Lifeguard Diagnostic tool to check the drive's health and make sure it's running properly. Here's a link: http://products.wdc.com/support/kb.ashx?id=sB1iTv . Run it and see if the drive passes both the quick and the extended tests.
 
Also you can check the drive's load in the Task Manager -> Resource Manager. Benchmarking the drive could also give you an idea if it's functioning optimally or not. :)
