Does anyone know how to code a login authenticator in php using sql database? I have little experience with php and the only way I have done a login system is through jankey code like saving the database as .txt file that no one can access but me. I need something more secure now.

I used to do the same thing (except that the passwords in the text files were encrypted) before I did a long and tedious upgrade to an SQLite database. It's like MySQL but without all the database port/username garbage. It's also a good place to start in my opinion. In future I'll be moving to a proper MySQL database but SQLite is fine for me at the moment.

TL;DR Look into SQLite. If you want the challenge though you can take on MySQL and leap ahead. They both use the same SQL syntax so there are effectively no downsides. Also look into SQL Injection - you don't want people doing that to your database.

Also I need a new host for my domain. I would also love to have DDoS Protection. Do you recommend any that is affordable?

you should pick something regional so it wont be too expensive. I only know of german hosters like netcup, strato or webtropia.

I don't have much knowledge regarding webhosts since I host from home (at the moment). But, for DDoS protection check out CloudFlare.

I don't think you will need DDoS Protection, honestly, don't worry about that now! I would simply look for a cheap affordable host (regional), you can switch to a more powerful and more expensive one later, if you need more features.
