I was wondering around what i would get on an i5 4690k at stock clock with a corsair H100i. i also want to know around how much i can overclock it.

It's chip dependent so it can vary between them hence the silicon lottery, usually 4Ghz isn't hard to achieve.

Depends on the individual chip, your ambient temps and the airflow in your case. 

 

Overclocking also depends on the individual chip. 

That makes sense. Individual chips aren't manufactured exactly the same.

I just want a good CPU thats not under 4 ghz

Well, they're made the same, but it's a matter of luck with how good the parts are. (silicone lottery) 

well, like EXACTLY the same. some chips are better than others. Manufacture error, ect.
