It's chip dependent so it can vary between them hence the silicon lottery, usually 4Ghz isn't hard to achieve.

Depends on the individual chip, your ambient temps and the airflow in your case. 

 

Overclocking also depends on the individual chip.

oh yeah ur ok if i can get a 6300 to 4.01 then u can get that to 4.2

That makes sense. Individual chips aren't manufactured exactly the same.

Well, they're made the same, but it's a matter of luck with how good the parts are. (silicone lottery)

Pretty much every 4690K should make it over 4GHz with a H100i (not guaranteed, but likely)

well, like EXACTLY the same. some chips are better than others. Manufacture error, ect.

I've a  air cooler(Cryorig C1) and 4690k oc to 4.4ghz at 100% load not over 80°C.
