What could cause my throttle?

So I'm busy with OC'ing my i5-760 from 5 years old, and I'm having some troubles.

 

I'm running IntelBurnTest V2 to stress-test my OC.

Current OC is at a multiplier of 9-22 (maximum) and a BCLK speed of 140. That would give me a clockspeed of 3.08Ghz

With CPU-Z I can see my CPU running at 3,08Ghz but windows taskmanager says 3,12Ghz, even when i overclocked to 170 BCLK (3,74Ghz)

Weird.

 

So what i was noticing during IBT, is that my CPU clock speed drops everytime in the middle of a run, as you can see here.

The load dips everytime it finishes one run (makes sense), but the temperature dips (almost exactly) every time halfway. Load stays 100% but multiplier goes way down to 9.

Temperatures of the CPU aren't going higher than 71 degrees celcius, so it's no thermal throttling.

 

IBT runs stable, so does prime95. So what could be the cause of this? The dips really affect my gigaflops per second, as i only see 2 gflops improvement with a 10% higher clockspeed..

Don't use taskmaster as a hardware moniter, its absolute shit at it.

Taskmanager is the only program to show me that the clockspeed dips to the 9x multiplier clockspeed.

Task manager has also showed that my old pentium runs at 4.2Ghz. If CPU-Z doesn't show any dips then there is no problem.
