Is there any program like rufus that would work for a ssd by putting a bootable windows on it. i dont have a usb flash drive or dvd reader. 

Not a particular program per-say, but what are you trying to do here? Windows-to-go? If that's the case, you can just use MS utilities to create the bootable SSD media. Otherwise, there are bootloaders like Grub4Dos or syslinux that allow you to write boot information to the MBR and set things up from there. 

 

Can't you use your SSD with Rufus? Like plug it externally with a SATA to USB connector.

I think rufus in particular still detects the SSD as a full-sized storage media, and doesn't give an option to select it in the GUI because of that.

What do you want to put on the SSD? Portable Windows?

Honestly just get an usb stick, the 4-8GB ones are enough for Windows and they're dirt cheap.
