it needs to be able to run parallels, animate, 5 steam games, mine craft, another mine craft, Skype, 24 safari tabs, email, and battle.net all at once. Hopefully $2000 or under.

Not really on topic per say, but why?? 5 steam games? 2 instances of minecraft? 24 tabs? (that one I can understand) all at the same time?

He should realize that you never really have more than one game open at a time. Who plays more than one game at the same time? Maybe if you're bored and playing two RTS games or something.

 

No one on their Xbone says "man, I wish I could play halo 4 and Advanced Warfare at the same time", it's nor practical.
