when i stress test using intel extreme tuning utility (100% load), my core temperature stays around 75 degrees or less. this is with the following overclock:

 

4.6 core @ 1.30 vcore

4.5 cache @ 1.32 vring

So it should be at safe temperatures when playing average games also should i change the stock fan of the h60 to a noctua?

yes, game temperatures are nowhere near intel extreme tuning utility load temperatures

 

Ok if i go with the h60 ill install it in the rear fan area should i buy fans to go at the top where the rads usually be? on the fractal design arc xl this will be on

 

i would just go with the stock fan that comes with the h60. i'm sure it will be fine for you. i don't think you need to install any other fans for now.

Another question i have to ask is intel 730 ssd or samsung 850 ssd

 

Go with the i5 4690K as it is unlocked for overclocking and is the same price as the i5 4690.

 

A good Air cooler will be quieter than a water cooler. The Alpenfohn Matterhorn Pure Edition is a good cooler for around £30.

If you want a more beefy cooler then the Phanteks in my spec, or a BeQuiet Dark Rock 3 would be good.

 

Swap the Ram to Kingston HyperX Fury if you go with an air cooler, as it is low profile.

 

I would go with the 850 Evo over the Intel 730. The Intel isn't worth nearly twice the price.

 

Don't go with the Corsair RM. The XFX in my spec, or an EVGA G2/GS is much better quality.

 

The GTX 980 isn't worth the extra over the GTX 970.

If you go with a case with an optical drive bay, then look at the NZXT Hue.
