No signal help

So I cleaned my computer and now when I turn it on it gets no display and my peripherals'LEDs do not turn on. When I was cleaning it I wanted to see if I needed to reapply thermal paste and when I took off the cooler the CPU was still attacted to it. I put the cpu back how it was. Could this be why my computer won't display. I don't have money to buy a new cpu. So please help.

Also sorry for bad grammar, typing on tablet sucks.
