Rather annoying

See if you can get a replacement VGA cable. It could be the cable, or potentially the connector on the monitor, or even the vga connector on your computer.

VGA uses analog to send the signal to the monitor, where as HDMI is (typically) using a digital signal.

 

When a VGA cable starts to die, you can see discoloration, flickering, anything under the sun. When an HDMI cable starts to die, it (typically) just dies outright. This is due to be HDMI cable sending a digital signal instead of an analog signal.

 

If swapping out the VGA cable doesn't work, then it means there's probably an issue with either the monitor's panel, or the monitors VGA port, or your graphics card's VGA port.

i cant tell you this is correct but i remember watching one of carey holzmans videos and i remember him saying its called banding or something like that witch means your gpu is screwed but correct me if im wrong

What games? All Games?

 

It could be anything from drivers to hardware failure. 

 

The first step, remove ANY overclocks you may have on the card. If that doesn't help, then uninstall the drivers, reboot, run CCleaner to remove any leftover registry entries(RevoUninstaller does this as well), reboot again, re-download the new drivers, and then install the drivers fresh. If that doesn't clear things up, you may be looking at a whole windows re-install. 

 

If a windows re-install doesn't do it, then you're most likely looking at a card gone bad.

General consensus is, Not always true, but true quite a lot.

 

Purely Horizontal lines = problem with the cable

Purely Vertical lines = problem with the display device/software

 

As the guy above me said, replacement cable should fix it, If not, then you've got some weird black magic problems to sort out.
