Sound stuttering/glitching

Not too long ago, whenever I was watching youtube and closed out the video the sound from it would stutter for like a second and stop when the next page fully loaded. Then, it started doing it when I closed out of games and other programs. I'm not too sure what I did to make my computer start doing this but I'd like to know how to fix it.

 

I included a .wav of the sound it makes from a youtube video

The sound clip shows when I click back/exit during the middle of the video.
