You have backwards compatibility with 16-bit applications. However, the OS in question would still need to be compatible with X or Y software. You're limited in the amount of RAM you can access and if you game, many new games require 64-bit OSes in order to work at all.

on a 64bit os u cant launch 16bit programs? i always go for 64bit when possible i just dont understand why is there still an option for the 32bit ones (10 years after the dual core processors)

Not natively, no. It has to be done through visualization or emulation. 32-bit has nothing to do with core count, but there are a lot of legacy applications where 32-bit is still useful. I have multiple clients that use legacy equipment and 64-bit versions of the OS don't support the software, or are incapable of running it natively.

For the layman, 64-bit is preferable 99% of the time.
