So...

I was playing CS:GO and I was looking at the Benchmarks using Afterburner... It was getting high frame rates... 272 lowest 299 highest and I was wondering why the GPU usage wasn't consistently running at 100% I was going from 5 to 98 but occasionally going back to 100 and staying there, I checked this on Unigine Valley and the same sort of thing was happening but it was running consistently on 100 it only went down when the screen was black (screen transition)

Doesn't CS:Go have a frame rate cap,of like 300 or,something?
