Programs Wont Start After Startup?

Whenever I turn my PC on, For the first Minute or so, no programs will launch(With the exception to google). 

Windows itself doesn't even work right, If I try to open up Device Manager to see whats going it, It wont open either. Any Ideas?

This only lasts for the first minute or so, After that, Everything works perfectly
