I am all sorts of confused. VCE is still implemented in 15.7.

 

Theres 2 versions.  AMD Media Foundation (AMF) still works with 15.7 and Open Video Encode API (OVE) which support has been discontinued.  OP has been using the latter version.

 

OBS VCE still works fine with 15.7 as long as you use AMF instead of OVE (it's a box you tick) but the OpenEncodeVFW codec and any program that used Open Encode API no longer works

I personally don't like this version because there is a visible "pulse" at low bitrates, I use x264

 

 

I've implemented some support for AMD VCE, you may read about it Here at AMD's blog. There is currently 3 implementations: with the older OpenVideo encode API (OVE) and with AMD Media SDK (Windows' Media Foundation transform aka MFT). As of now, with Drivers 15.7 and above, OVE is no longer possible since it has been phased out to be replaced by AMD's AMF(Framework) entirely.
Troubleshooting:  Since OVE no longer works with 15.7 AMD drivers, make sure that only AMF is checked from the encoder tab of OBS. unchecking both can cause "Failed to Initialize"
